Can a man really not use his brain and have an at the same time?

I've always heard that a man doesn't have enough blood circulating to use his and brain at the same time. I've always understood this to be just an exaggerated joke. I know a man gets an from increased blood flow to it. But is the whole brain joke just an exaggeration? I've always wondered. :)
